Australia I think never believed in the services of an all-rounder. Their 4 bowlers are more than capable of finishing the job or atleast leaves less for the 5th bowler to do. Not for nothing have then won 5 world titles.
In any of those teams they would have taken an all-rounder. They just didn't have won and as I wrote, it didn't matter much back then as people knocked around the fifth bowler. But regardless of that, the game has changed. Not to mention they have never won a T20 title. And this is at least part of the reason.
Australia did not bother about T20 during the initial years when they were still a champion outfit and now when they do, they do not have the personnel.
